Announcements:

Congratulations to our new GPSG Executives!

President of Engagement: Saydie Sago

Saydie is a 3rd year Ph.D. student in Integrative Physiology with the College of Arts and Sciences; she looks forward to advocating and supporting minoritized student population groups, specifically- Native and Indigenous students. As a current graduate leader for the Native Graduate Student group and a past committee member for the Center of Native American and Indigenous Studies, Saydie continues to evolve the graduate student experience through shared governance, organizing student cultural events such as workshops, conferences, concerts, and art nights.

President of Administration: Pritha Agarwal

Pritha is a 3rd year Ph.D. student in Advertising, Public Relations, and Media Design with the College of Media and Communication Information. Pritha has a history with GPSG, as she had an opportunity to shadow our previous President of Outreach, Mckenzie Dice. Pritha comes with experience from Washington State University, where she served as the President of the Indian Student Association, overseeing a vibrant community of more than 500 members. She plans to foster a collaborative dialogue with campus leaders and other shared governance groups to create an inclusive environment where every student's voice is heard and valued.

The Rules and Finance Committee (RFC) will have the second reading of their GPSG fee increase proposal. The last GPSG fee increase was in 2021, which would go into effect July 2024. We invite you to listen and comment.

Senator Carias will host a second reading of 2023 AB 02: A Bill to Improve GPSG stipends. This bill proposed increases to the current GPSG leadership.

There will be the first reading of a suggested Assembly Resolution 2023 AR 01: Resolution to add Caste Protection to the Protected Groups in CU's Anti-Discrimination and Harassment Policy authored by Prasanth Prahladan CSGSA Vice-Chair for Antiracism and Inclusion.

The Award and Grant Committee (AGC) will introduce amendments to the Excellence Award Bylaws.

The Graduate Excellence Awards include the Teaching Excellence Award and the newly-renamed Collegiality and Scholarship Excellence Award. Self-nominations for this award are due by March 17.
The Diversity, Equity, and Inclusion Award is accepting applications for the Spring term. Self-nominations for this award are due by March 15.

Week in Review:

The Assembly approved a grant to the ATOC Outreach Committee and discussed communication strategies with their colleges. These meetings are always open to the public.
Fee Advisory Board Met on Thursday 20 January to finish updates to the Institutional Student Fee Plan. Updates pertinent to GPSG included that from now on one executive member (likely President of Outreach) and the Director of Finance will attend FAB meetings. Additionally, the email of the chair of the Board will be added on the finance office's website so that students may contact the chair if they have questions or concerns about a certain fee. The final draft of this plan will be finished in a few weeks.
Additionally (not related to the Fee Plan), last fall the capital construction fee was discontinued, which is about $100/semester.
We had 64 applications for the GPSG Fire Victim Assistance Fund and made awards to 16 students.
The President of Engagement is working on proposing updates to the CU Boulder Today emails to make them more useful to graduate students. If you have any thoughts about this, please email engagement.gpsg@colorado.edu.

Week in Review:

Our first Assembly meeting of the semester was on Wednesday. These meetings are always open to the public.
We met with the Graduate School this week. We will be adding graduate students to the Housing Master Plan Committee. Other discussion items included how to coordinate communications and structure CUBT emails to better engage graduate students.
GPSG welcomes Jennifer Reeve as Executive Advisory Committee representative and Benjamin Burney as Dir. Social Events! We are looking for students to join two committees: graduate mentoring and to discuss the possibility of adding a third semester to the academic calendar. See current openings to work with GPSG.
GPSG executives meet regularly with high level campus administrators such as the Chancellor, the Chief Operations Officer, the Dean of the Grad School and many others. If you have questions/concerns that should be addressed to these people please let us know! Assembly meetings are also the appropriate place to discuss these topics.

The Graduate and Professional Student Government (GPSG) Spring Travel grants will open this Friday, January 14th at 5pm MST and close on January 28th at 5pm MST. Event grants are accepted on a rolling basis. Graduate students may apply for:

Up to $300 for individual travel, which can be used within the U.S., Mexico, Canada, and U.S. territories.
Up to $750 for group grants, which can be used for events held in Boulder.

Applications for open Senator positions and a variety of opportunities to sit on campus boards are open (most are paid). Please share this application form. They will be reviewed on a rolling basis starting September 15.

GPSG Week in Review:

We met with the Pandemic Response Office about COVID-19 testing and other concerns about campus policies
- Wardenburg testing: You should be able to get a test. If you are turned away, the most likely reasons are:
  - It is too soon since the time of exposure
  - You are not officially enrolled for the semester (common issue with dissertation/thesis credits)
  - If you are turned away from Wardenburg, email Brenton.Klingemann@colorado.edu
- Rec Center masking policy: The rec center has been granted an exemption to the mask mandate due to its classification as a “controlled access” rather than “public” space. Due to this, the lack of masks in the rec center is not in violation of the Boulder County mask mandate.
- Instructor Guidance:
  - Department chairs are supposed to be sharing university instructional guidance and COVID-19 policies with grad student instructors. If this is not happening in your department please let us know.
  - Full unmasked student policy as of 8.31.21 here. If this was not previously shared with you, please let us know.
- Monitoring Tests
  - Program ended due to low participation
  - Not reaching the population it actually would have helped monitor
  - University unwilling to enforce strict monitoring requirement
- Please continue to share any questions or concerns about campus COVID-19 policies via this survey.
We met with the Assistant Director of Grad Housing last week regarding housing policy changes. Here is a summary of the meeting.
We met with the CUSG executives on Tuesday morning to discuss priorities for the year and possible collaborations. We will post a summary of the meeting soon.

Investigating potential opportunity to create grants for students with families, reaching out to Mines about their existing program
Meeting with Graduate Housing on Thursday (9/2) to discuss lease policy changes. Share this petition from UCW to oppose changes to grad housing. We encouraged the Assembly to draft a resolution to complement the UCW measures.
We are collecting feedback on grad and professional student concerns about campus COVID-19 safety measures and procedures following comments made during Assembly. Please share this feedback form, which is completely anonymous if you wish.

Women in Science and Engineering (WiSE)	The 2017 Science Communication (SciComm) Symposium is an expansion on the well-received First Annual WiSE SciComm Symposium, established in April 2016. The 2017 SciComm Symposium will extend its efforts to a full-day event that will consist of a morning AAAS (American Association for the Advancement of Science) hands-on workshop and an afternoon session of short TED talk-style research presentations, communication-based activities, and a networking hour. In addition to a full day of graduate student presentations during multiple, thematically organized panels, there will be a keynote speech by Dr. Ericka Beckman, Associate Professor of Romance Languages at the University of Pennsylvania. Persian Student Association	We would like to expand our meeting leading to the Persian New Year in March and International Festival in April to provide a dinner at the C4C to allow these graduate students (and a few undergraduates, if applicable) to participate in a shared meal and conversation about recent governmental actions that impacts many of our students, researchers, and families – primarily, the prevention of Iranian nationals to enter in the United States for the next 90-120 days. Latin America Studies Graduate Research Cluster	On March 9-10, 2017, the Latin American Studies Center (LASC) Graduate Student Research Cluster is organizing a visit by anthropologist, Dr. Winifred Tate. During her visit, Dr. Tate will meet with an undergraduate class, attend a lunch with graduate students (open to all disciplines), and give a public talk. Dr. Tate’s work on human rights, violence, and US foreign policy in Colombia is very timely given the recent signing of the peace accords between the Colombian government and guerrilla FARC in December 2016. Further, her experience in activist, research, and policy realms will speak to a broad range of disciplines interested in conflict, peace, foreign policy, and human rights within and beyond Latin America. Feminist Theory Reading Group	Dr. Gina Colvin will give a public lecture entitled "Telling the Divine Feminine: Womanist Spiritual Activism at the Religious and Cultural Margins" on April 4, 5:30 PM at the Center for British and Irish Studies, Norlin Library (room M549). Dr. Colvin is a fellow at the University of Canterbury in Christchurch, New Zealand and a Mãori woman of Ngati Porou and Nga Puhi descent who writes, speaks and teaches about decolonization and post-colonialism at the intersection of culture, race, gender, class and religion. She is also the host of the popular Mormon podcast 'A Thoughtful Faith', hosts a controversial blog and is an activist for the revival of the feminine divine in Christianity. On April 5 from 10-11:30 AM, Dr. Colvin will be offering a special graduate seminar in the Hazel Gates Cottage library. Spots are limited to currently enrolled graduate students in any department. This year's conference, on September 29-October 1, marks the eighteenth annual event. The principle goal of the conference is to provide graduate students with the opportunity to present their original work among their peers in an atmosphere that is both professional and congenial. RMIHC mirrors the format and structure of a professional academic conference; each panel features a faculty moderator, a graduate student commentator, and a group discussion. In past years, RMIHC has offered ten to twelve conference panels of three presenters each. A hike at Colorado Chatauqua, a welcome banquet, a professional development panel, a happy hour, and a keynote address, this year to be given by Dr. Fredy Gonzalez, provide attendees with an opportunity to make professional connections, to discuss their scholarship, and to become acquainted with the resources that CU Boulder has to offer. Atlas Graduate Student Collective	The ATLAS Graduate Student Collective is partnering with CU Café and BioFrontiers to bring Dr. Geraldine Cochran, Dean of the Douglass Project for Rutgers Women in Science, Mathematics, & Engineering, to CU Boulder. On April 5 (4-5 PM in ATLAS 100), Dr. Cochran will discuss current research, including her own recent studies, on inclusion and intersectionality (the interaction of multiple identities) in graduate physics education. A complete abstract for this talk, along with a list of future speakers in this seminar series, can be found on the CU Café website. In addition to this open research talk, Dr. Cochran will share how sticking to the motto "upward and onward" has shaped her professional path in a special career talk during a graduate student lunch on April 6 (12- 1 PM in Gamow Tower 11th Floor Reading room). Christian Legal Society	Christian Legal Society, the Women’s Law Caucus, and Boulder Cru invite you to attend our "Human Trafficking and the Law" event taking place on Wednesday, April 12 at 6:00 p.m. in Wittemyer Courtroom, Wolf Law Building (room 101). The event, open to the public, will feature guest speakers Rosi Orozco, former Mexican Congresswomen and International Counter-Trafficking Advocate, and Noemi Muñoz, a Human Trafficking Survivor and current law student at Universidad del Valle de México. Ms. Orozco and Ms. Muñoz will describe their encounters with the human trafficking industry, and share how they are working to transform laws in Mexico and abroad to prevent trafficking and obtain justice for survivors. After the speaking portion of the event, and a brief Q&A, guests are invited to meet and greet the speakers and other attendees from 7:30-9:00 p.m. in the Boettcher Reception Hall. Graduate Philosophy Society	The 19th Annual Rocky Mountain Philosophy Conference is a student philosophy conference that hosts undergraduate and graduate students from around the country. This year, the conference will be held April 7-8 include two keynote addresses, by Helen Longino of Standford University(4/7, 5:30 PM in HUMN 150) and Chandra Sripada of the University of Michigan (4/8, 4:30 PM in HUMN 125). There will also be ten student presentations with commentaries (from our own CU Boulder philosophy students), and opportunities for socializing and networking. Questions? Christian Legal Society

Christian Legal Society, the Women’s Law Caucus, and Boulder Cru invite you to attend our "Human Trafficking and the Law" event taking place on Wednesday, April 12 at 6:00 p.m. in Wittemyer Courtroom, Wolf Law Building (room 101). Graduate Philosophy Society

The 19th Annual Rocky Mountain Philosophy Conference is a student philosophy conference that hosts undergraduate and graduate students from around the country. This year, the conference will be held April 7-8 include two keynote addresses, by Helen Longino of Standford University(4/7, 5:30 PM in HUMN 150) and Chandra Sripada of the University of Michigan (4/8, 4:30 PM in HUMN 125). The following review was completed by Peter Shaffery, PHD Candidate in Applied Mathematics, as part of his membership on the UGGS Finance Committee under the direction of the Vice President of Finance. The full report is attached at the bottom of this page.

This plot gives a running mean of the bias towards or against each department which has submitted applications for UGGS travel grants. Bias was measured as the difference between proportion of grants given and proportion of applications received. Each colored line represents one department. Labels were used to indicate departments which, as of Fall 2016, had a mean bias that was greater than 1.5 standard deviations away from the mean taken across all departments.

Please note that lines starting far from 0 and sloping towards it indicate a one or two time large bias, followed by more regular behavior. Most outlier departments are only outliers due to an anomalous fluctuation in one or two years. These fluctuations are not statistically significant (as determined by a one-way F test to check for significant differences between departments in terms of the year-to-year bias). Data and analysis scripts can be made available upon request."

Here are some more specific details or explanations that you can use as you want:

"Bias" was measured as the difference between:

(1) the percentage of grants awarded to a department (relative to all grants awarded)

(2) the percentage of applications received from that department (relative to all applications received).

For example: if in total we received 100 applications and awarded 10 grants, then the measured bias for a department which submitted 20 applications and received 1 grant would be calculated: (1/10) - (20/100) = .1 - .2 = -.1

For every department which submitted grant applications we calculated bias for each year from 2012-2016. From this we then calculated a running time-average of these biases. The plot here shows this running mean up to year. This means that for year 2014 the plot provides the average of the biases in 2012, 2013, 2014. For year 2015 the plot provides the same average but also including the bias from the year 2015.

The running mean is a better way of representing this data over time compared to showing the actual biases in each year for a department. Due to chance, in a single year there will almost certainly be some department which is over or under awarded grants relative to how many applications it submitted. However if the awards process is truly unbiased, then these fluctuations should not be frequent, and for a single department should be negative about as often as they are positive. Therefore, if there is no "true" bias towards any department, these fluctuations should cancel out and the mean bias for a department should go to 0 as time passes.

To determine if these fluctuations were significant I first conducted two-way ANOVAs for the "applications received" and "grants awarded" data sets, checking if there were significant differences between apps or grants across departments and across years. Both of these tests indicated that the fluctuations were significant; that is that both the department and the year had a statistically significant effect on how many grants were awarded or applications were received.
