Candice Bowen, director of the Office of Discrimination and Harassment and the Office of Labor Relations at the University of Colorado at Boulder, has been named executive director of human resources, replacing outgoing Director Zan Johns.
Johns will leave the post on March 31 after serving as human resources director for the last 10 years and working for CU-Boulder for the last 28 years. Bowen's appointment is effective March 24.
Paul Tabolt, vice chancellor for administration, said, "I am pleased to name Candice Bowen to the post of executive director of human resources. Candice follows in the footsteps of Zan Johns, an outstanding human resources director. Candice has a solid reputation in our community, a proven record of outstanding performance and strong leadership qualities."
Bowen has been director of CU-Boulder's Office of Sexual Harassment since 2001, director of the Office of Labor Relations since 2002 and most recently has been director of the Office of Discrimination and Harassment since 2005. Prior to that she was director of human resources for Marcus Evans Inc., an international corporation, an administrative law judge for the Illinois State and Local Labor Relations Board and served as a human resources liaison for the labor and employment litigation division of the Chicago Housing Authority.
She earned her law degree from DePaul University in 1998 and her bachelor's degree from the University of Iowa in 1995.
The executive director of human resources oversees a human resources organization devoted to four main functions including discrimination and harassment, labor relations, employment services and organizational and employee development. In addition to providing oversight and guidance to those units, the executive director is responsible for strategic planning and management for the Department of Human Resources, providing interpretation of federal laws, university policies and state and fiscal rules, the administration of required employment documents, and communication and outreach to the campus about human resources programs and issues.
The executive director also represents the Boulder campus to the University of Colorado System Human Resources Office. The Boulder campus is currently developing a more comprehensive human resources organization in order to provide expanded and enhanced services to all personnel groups on campus and to ensure greater consistency and application of human resources services.
